The released image shows a heavily tattooed man who is shirtless walking along Little Bridge Street near the bus stop area.
The man has an image of a cross tattooed on his back.
The assault occurred on December 13. Anyone who recognises the man or witnesses the incident should call Ballarat police on 5336 6000.
Information should be directed to First Constable Hargreaves.
