The charges follow an investigation by the RSPCA’s Special Investigations Unit and the City of Ballarat into an alleged dog breeding establishment.
More than 20 dogs and puppies were seized by RSPCA Victoria inspectors after they executed warrants at a property in Wendouree in April 2016 as part of this investigation.
That followed the seizure of another 52 dogs after they were discovered by Council staff in cages in a park outside of Ballarat earlier in 2016.
The charges issued last week relate to housing and general health issues of the animals.
The pair were charged on summons last Wednesday for alleged offences under the Prevention of Cruelty to Animals Act 1986.
The first mention for these charges is set down for March 20 at Ballarat Magistrates Court.
RSPCA Victoria Chief Operating Officer Jon McGregor has thanked the community for the information it provided throughout the investigation.
He said the animal welfare organisation urged anyone with concerns about animal welfare to make a report to RSPCA Victoria at rspcavic.org or call 9224 2222.
