But, in a report to go before the Ballarat City Council on Wednesday, officers recommend the council approve the application for subdivision and construction of an additional dwelling at 3 Lyndon Court.
The application was first lodged with the council in July 2015 but was met with strong opposition from residents.
The site already contains a single storey brick dwelling with three bedrooms but the application proposes to build another three bedroom dwelling at the rear of the existing property.
Nearby residents have raised a number of concerns surrounding the development.
This included concerns it would destroy neighbourhood character, increase residential densities within the court which are inappropriate, issues with overshadowing, increased noise, loss privacy and insufficient parking space.
The residents also said they feared because the development was in close proximity to the rear easement, it may cause issues if maintenance works need to be performed.
They also argued the development may increase catchment of water and increase the risk of flooding on the corner of Christine Avenue and Mimosa Avenue which floods during periods of heavy rainfall.
The council’s coordinator of statutory planning John Ciavarella said a number of mediation meetings between the resident who lodged the application and the residents opposing the development were held by the council.
Changes were made to development including modifying plans to a single garage instead of a double garage. The dwelling was also moved 2.3 metres from the rear boundary to improve sewerage infrastructure.
