Ballarat police have resolved an incident they were investigating at a water park in Sebastopol on Wednesday.
A woman was at a water park on Vickers Street when she observed two men she believed were filming children about 5.10pm.
She reported the incident to Ballarat police in good faith.
One of the men, an international university student, self-presented at Ballarat Police Station today and explained the misunderstanding.
The man was with his father, who had travelled to Australia for a holiday.
He said they were simply filming the water park.
Police have closed the investigation in light of the new information.

Ballarat police are investigating an incident in Sebastopol last Wednesday.
A woman was at a water park on Vickers Street when she observed two men she believe were filming children about 5.10pm.
The woman approached the men, who appeared to be trying to conceal themselves behind a tree, and asked them if they were okay.
The pair didn’t respond and instead spoke to each other briefly and walked away.
