Edward River Council was formed in a Deniliquin-Conargo merger last year.
This will be McSwain’s first general manager role in local government, having previously been a council officer in the Hepburn Shire.
He moves from Swan Hill where he has been a council development and planning director.
McSwain completed undergraduate degrees in management and applied sciences at University of Ballarat.
He starts his new role on April 18.
