The meeting is expected to take place this week, and Attorney-General Martin Pakula will also attend.

Mr Andrews promised to examine what changes were possible after The Age published the harrowing case of the teen, who was allegedly raped when she was 14 years old.

"Nothing we can do can ease her pain or change what occurred to her," Mr Andrews said. "But if we can, through the brave telling of her story and some reform, make things just that little bit easier in the future then that's government at its best."

Amy* was allegedly raped in the Geelong suburb of St Albans Park in the early hours of November 1, 2015.

Three men - brothers Kevin Andrew Wild, Allan Mark Wild and Brodie Mark Wild - were charged with multiple counts of rape and related offences, and committed to stand trial. They pleaded not guilty to all charges.

Last month Amy, now 16, and her parents decided she was too distressed to undergo a court appearance and so decided to discontinue the trial. A discontinuance of prosecution does not amount to an acquittal.

"Not enough girls come forward and tell the police about their experiences because of how pointless it seems to be," Amy said.

Attorney-General Martin Pakula said Amy's story was "a harrowing account" and he wanted to meet with the family to find out what changes would make the situation easier for victims and alleged victims.

Amy's family wants the government to consider allowing minors in sex-assault cases to be cross-examined in front of an experienced judge, or panel of judges, rather than in front of a jury.

But Mr Pakula said it would be "very difficult" to imagine a system where sexual assault victims would not have to testify "one way or another".

"When you're talking about a person who's been accused of rape, we're talking about an alleged offender and an alleged victim, and under our system that evidence is liable to be tested," he said.

The family wants mandatory media restrictions to prevent gratuitous details of sexual assaults on minors being made public.

Amy was distressed when graphic descriptions of the alleged rapes were aired in open court during bail hearings, and published in the media.

Carolyn Worth, from the Centre Against Sexual Assault, said if the kind of evidence being presented would normally lead to a closed trial, bail hearings should also be closed.

But the Chair of the Criminal Bar Association, Michael O'Connell SC, said automatic suppression may contravene the "open forum" ideal of the courts.

"The Open Courts Act enshrines a presumption that proceedings in court should be open for the public and media reporting. That is an important principle that can't too easily be compromised," he said.

Advocates and lawyers agreed that a lack of funding was a central issue in sex crime cases.

Delays in justice, some stretching into many months are "stressful and terrible" for all parties, said Josh Taffe, from the Law Institute of Victoria.

He said changing social norms meant more sexual assault cases were being pursued - particularly after the Royal Commission into Family Violence - but there wasn't adequate funding to the courts, the Office of Public Prosecutions or Legal Aid.

Amy's mother said her daughter was warned by sympathetic police officers and lawyers from the Office of Public Prosecutions that the trial experience would be "brutal".

The teenager would have faced three to five days of cross-examination.

Amy's family also wants the introduction of "intermediaries", advocates such as those used in England and Wales who support vulnerable victims through the court system. These intermediaries would have more powers than current court support workers.

In Victoria, 23 per cent of sexual offences recorded by police get to court, according to Crime Statistics Agency data.

The three Wild brothers face no further charges in relation to the matter, and declined to comment to Fairfax Media.
