Major Collision Investigation Unit police charged the man with a number of offences including culpable driving, speed dangerous driving and drink driving.
Police allege Holden ute was travelling east along Bacchus Marsh Road about 2.00am when the 25-year-old driver allegedly lost control of the vehicle which left the road and hit a tree.
Hayden Kloppers, 22, of New Gisborne, who was a passenger in the ute, died at the scene.
Hayden's brother, Joshua, told 9 News he was still in shock.
"I just can't believe he's gone. It just hasn't sunk in that he's gone.
Numerous friends remembered Hayden as a gentle giant with big heart, a real larrikin who was taken too early.
Hayden's close friend Mitchell McNally posted on Facebook: "This morning we lost a brother, a close mate, a wonderful kindhearted person. Rest in peace Hayden Kloppers."
The 25-year-old has been bailed to appear in Melbourne Magistrates’ Court on March 30.
