He is amongst hundreds of property owners who signed up with failed construction company Watersun Homes who still remain without a builder to complete their homes.
On Monday, administrators Rodgers Reidy announced it had found builders for about half of the properties, with Mega Homes, VM Builders and Ric Jelfs Custom Homes to be brought in to finish the jobs.
But Creswick Cafe owner Satwant Singh is one of the unlucky buyers who have been left with an unfinished home – and no one yet willing to take it on.
Mr Singh signed a contract for works with Watersun Homes in June 2015, more than a year before his first child was born.
But to date, the family's almost $295,000 two-storey house remains in disarray and there is no end in sight.
Mr Singh, his wife and one-year-old daughter have been forced to live in a small rental property in Ballarat.
He estimates he has lost more than $20,000 in rental payments.
"We think about this day and night, it's been a never-ending nightmare for us," he said.
"The structure itself needs to be completely painted and tiled. It's basically just a shell inside."
Independent builders who have inspected the house have raised concerns about shoddy workmanship. The roof cladding is incomplete and water leaks through into the top storey when it rains.
"The builders we got to look inside said the entire structure of the house is faulty," he said.
Mr Singh said independent builders have estimated it could another $90,000 to fix the damage and complete the house.
Satwant Singh has been waiting almost two years for his family's dream home to be built in a Winter Valley.
The family who are living on a single-income are forking out more than $1300 a month for rent and in excess of $2000 for their mortgage.
"Financially we are struggling because my wife had to stop working after the birth of our daughter so we are living on my income alone," he said.
“We think about this day and night, it’s been a never-ending nightmare for us. The structure itself needs to be completely painted and tiled.”
Administrators have advised homeowners not covered by the alternative arrangements to make a claim with the Victorian Managed Insurance Authority.
But Mr Singh said repeated calls to administrators had gone unanswered.
"I've rung them repeatedly and I'm still waiting for them to call me back," he said.
“We feel like we can’t move forward because the house is still under Watersun's name."
“When we have asked other builders if they could take on the job they’ve refused because they will have offer a guarantee for the faulty works already undertaken.”
Another 200 Victorian homeowners remain in the lurch – having either terminated their contract or because the administrator was unable to find a company to finish their homes.
