Davut Bulduk was described by his defence lawyer as an "ice zombie" because he couldn't remember what he did to his victims in Melbourne's northern suburbs, but County Court judge Paul Lacava said drug use could not excuse his terrifying violence.

On New Year's Eve 2015 Bulduk was naked, wearing only a balaclava, and armed with a knife when he confronted the woman, who was home alone and had just got out of the shower.

Bulduk grabbed her, bound her wrists and raped her. He then ordered her to clean herself and raped her again.

Then, on the morning of February 26 last year, a 16-year-old girl woke to find Bulduk in her bedroom. He had watched her home for several hours before climbing through an open window.

When the girl woke Bulduk repeatedly raped her, while her parents and siblings were in the home.

In jailing Bulduk for a minimum 13 years, Judge Lacava on Wednesday said the crimes would not be tolerated by a civilised society, and that the community needed to be protected from him.

"You subjected each victim to a terrifying experience which neither is likely to forget," the judge said.

"In my view, the explanation that seeks to attribute your behaviour to ice distracts from the fact that you acted like a sexual predator and that is the way you behaved towards your victims."

Both attacks were pre-mediated and planned, Judge Lacava said. In the first, Bulduk learned the woman was home alone when her husband unwittingly told him earlier that day that he was going away with the couple's children.

Judge Lacava said in ordering the woman to clean herself between rapes, Bulduk had "totally abused and humiliated" her for no other reason than his sexual gratification.

Both victims and their families moved homes after the attacks to seek fresh starts, the court heard, but would likely suffer for the rest of their lives.

In the girl's case, the court heard, the teen was no longer studying and was socially isolated. Her mother blamed herself for the attack.

Bulduk was arrested a fortnight after the second attack and initially denied the offending, but pleaded guilty to six counts of rape and two of aggravated burglary.

He maintained he could not remember his crimes because he was ice-affected, as he was spending up to $300 a day on the drug at the time.

"That may be so but it's all of your own making and it only partly explains your offending," Judge Lacava said.

Bulduk began using ice after his marriage broke down several years ago. Bulduk and his ex-wife have two young children.

The former concreter was remorseful and apologised to the woman and girl in a letter he wrote to the court. His early plea, Judge Lacava said, spared the victims being cross-examined about Bulduk's "vile and repugnant" behaviour.
