McCluggage has been named on a wing, with Berry in the centre.
Each is in his first year with the Lions and attended Ballarat Clarendon College.
Coming off injuries, McCluggage and Berry impressed in the Lions' win over 2016 premier Sydney in the NEAFL at the weekend.

This came after an outstanding season in which he took out the Morrish Medal as best and fairest in the TAC Cup.
