It comes after two arsonists allegedly set alight a truck during a brazen attack targeting a Spencer Street business on February 26.
Police officers released CCTV images of two men they believe were involved on Ballarat's Eyewatch Facebook page this week, calling for people to come forward who may have any information to help the investigation.
While residents praised police for pursuing the two suspects, some said it would be difficult to identify them given the image's poor quality.
In response, Ballarat police said in a statement:
“Yes, we agree that it is unlikely that anyone can identify the offenders from the images, and it is frustrating that business owners don't upgrade the quality of their cameras to protect themselves and their property.
“Whilst the images may not assist us, the fact that the information about the offence is read by our page followers can be of great assistance.
“What we find, and hope in this case, is that offenders like to talk - even brag about their offending.
“Sometimes it takes just one person, or one piece of information to assist with solving a crime.”
Council installed 88 CCTV cameras in crime hotspots across Ballarat's CBD back in 2008.
These cameras, which operate 24 hours a day, are linked up to a control room at the Dana Street police station.
The surveillance system assists police in responding to incidents within the CBD and with the collection of evidence.
It was a CCTV camera that captured the two men in the early hours of February 26 setting the truck alight on Spencer Street.
One was of a large build and height, possibly wearing a blue coat. The other man was wearing a black windcheater with white lettering on its front.
Anyone with information in relation to the torched truck is urged to contact Crime Stoppers on 1800 333 000.
Alternatively, submit a confidential crime report to crimestoppersvic.com.au.
