A spokeswoman for Ambulance Victoria said one person was rushed to Ballarat Base Hospital following the accident just before 11am.
The vehicles were travelling in an eastward direction before the collision, which forced the street to close until noon.
Police, paramedics and firefighters attended the scene.
Police interviewed several occupants of the three cars and one officer had a breathalyser on hand.
It comes just weeks after Ballarat Highway Patrol Senior Sergeant Pat Cleary called on motorists to allow space between vehicles when driving and to avoid tailgating.
"We need to allow for patience, a safe distance between cars is very important,” he said.
VicRoads said: “Under normal conditions ... you should try to have a two second gap between your car and the car in front”.
