Anthony Slater made the unsuccessful bail application at Ballarat Magistrates Court on Wednesday.

Police prosecutor Senior Constable Sam Young told the court Slater was driving a white Mitsubishi Magna while unlicensed between April 16 and 18 when he ignored police requests to stop.

Senior Constable Young said Slater drove away from a Coles Express service station after a co-accused put $32 worth of petrol in the car on April 18.

Police alleged they then saw Slater driving in Ascot Street, Redan, and activated their lights but Slater fled at a fast speed.

Senior Constable Young said Slater was arrested in Melton later that day after he damaged his car when he tried to flee police.

He said police opposed bail because he was an unacceptable risk of reoffending.

The court was told Slater was on a community corrections order when the alleged offending occurred.

Slater's defence lawyer said his client had a mild intellectual disability.

He said Slater would live with his sister if granted bail and he could resume the community corrections order.

But Magistrate Gregory Robinson refused bail.

"He is at further risk of reoffending, he is an unacceptable risk to the public," he said.

Slater was remanded in custody to return to court on June 1.

He faces eight charges, including failing to stop car on police request, shop theft and unlicensed driving.
