A 29-year-old Ballarat man charged with trafficking ice has been refused bail for the second time in a month.

Quenten Richard Beer made a bail application, under new facts and circumstances, via video link at Ballarat Magistrates Court on Friday.
Defence lawyer Jonathan Mackary told the court Beer applied for bail on April 28, which was refused, but there were new facts and circumstances.
He said Beer had been assessed for a Court Integrated Services
Program, could live at his sister's house and was supported by a justice support worker.
Police opposed bail, saying Beer had offended while on a community corrections order.
In refusing bail, magistrate Gregory Robinson said Beer was an unacceptable risk of re-offending and a risk to the community.
"Mr Beer, being placed on a community corrections order, has engaged in very serious offending and shown a disposition to flee from authorities on the night he was detected," Mr Robinson said.
Police allege a number of drug-related items, including eight grams of ice in separate bags, were found in Beer's car on April 27.
He was remanded in custody to appear back in court on May 29.
