Williams led out in nine minutes, 24 seconds and Amor followed in 9.38 and Fidler 9.45.
The under-16s had an equally tight tussle in beating Bendigo by 11 seconds.
Harry Sharp put Ballarat in contention in the opening leg and was partnered by Darcy Williams and Ben Ludbrook, who produced the second fastest run home.
