Retiree Norm Johns was in his car with his wife at the shopping centre before a black ute hurtled past, almost striking a woman who had to leap out of the way about 3pm.
Mr Johns said he was shocked by the close shave.
“If it had been someone my age walking along, they may not have been able to get out of the way in time,” he said.
“More than watching him, I was watching the woman rush to get out of the way. I couldn’t have done that. He was going too fast.”
After reviewing the video, Highway Patrol member Acting Senior Sergeant Ben Young said people who witness this behaviour should call police.
“The vision is very concerning for police,” he said.
“Hoon driving involves risk taking behaviour, which puts the community at risk.
“Police have contacted the driver who obtained the footage and are investigating the offence.”
It comes after hooning has come increasingly under the microscope across Ballarat in recent weeks, with police urging residents to report reckless driving.
In a survey conducted by The Courier, one resident said something had to give.
“Pets are constantly run over, one day it will be a child,” they said.
“We fear our lives crossing the road.”
