The Australian Electoral Commission website said enrollments close on Thursday next week.
An Australian Bureau of Statistics postal survey will then be completed next month.
Voters can enrol or update their address at the AEC’s website.
They must be an Australian citizen, 18 years or older and lived at their address for at least one month.
The website also have a form for people who will be overseas in September.
However people with no fixed address will not be able to take part.
The federal government twice tried to pass legislation for a formal plebiscite run by the Australian Electoral Commission, but failed both times to get it through the senate.
The ABS does not have the power to enforce the usual AEC election campaign rules prohibiting deceptive or misleading information.
