The Environment Protection Authority has ordered Monark Industries, trading as Hughes Demolition, to fund removal of about 2800 cubic metres of demolition and construction waste from a property in Prima Court, Tullamarine.

Monark must pay a fine of $5000 and $23,000 in court costs for depositing industrial waste at a site not licensed to accept it, and for failing to comply with EPA requests for information.

Monark's director, whose name was not disclosed, was placed on a 12-month good behaviour bond without conviction after pleading guilty to the charges.

EPA manager metro Peter Kerr said the waste consisted "mostly of bricks and concrete, with some plastics and timber, spread over an area of more than 1000 square metres".

He said the EPA had investigated after Brimbank City Council officers reported the dumping of waste.

The EPA ordered a second company to pay more than $14,000 in fines and costs over the dumping of industrial waste at the site. A third company is facing charges and has been ordered to clean up waste at the site.

The EPA said council areas such as Hume, Brimbank, Wyndham and Manningham were hotspots for the illegal dumping of construction and demolition waste.

Mr Kerr said most construction waste was managed responsibly, "but illegal dumping of this kind of material is costing Victoria over $30 million a year in clean-up costs".

"That is particularly disappointing, given that much of it can be processed for productive reuse in building and construction."

Fairfax Media recently revealed the extend of illegal dumping in Melbourne's outer suburbs, where landlords or local councils are often forced to clean up the mess.

Warehouses and vacant land have been filled to the rafters with toxic rubbish; properties the size of the MCG are piled with thousands of tonnes of building debris; and factories and fields store toxic waste such asbestos.

The EPA has received state government funding for an Illegal Dumping Strikeforce program, which includes the use of drones to inspect suspected dump sites.

In the 2015-16 financial year, the agency inspected 233 sites, and issued 98 remedial (or clean-up) notices and 24 penalty infringement notices.
