The Legislative Council Environmental and Planning Committee will hear from representatives from the Victorian Local Governance Association, Local Government Professionals and Ratepayers Victoria to help guide the advice which will be passed onto the government ahead of the next financial year.
The policy which was first implemented in 2016/17 capped rate rises across at 2.5 per cent, which was reduced to two per cent for the 2017/18 financial year.
The Pyrenees Shire was one of just four municipalities to receive an exemption from the cap this year, with the government allowing council to increase rates by 3.5 per cent over 2017/18 and 2018/19.
In July Ballarat City Council released its 2017-21 Strategic Plan detailed a more than a 50 per cent drop in asset renewal which council attributed to the rate cap.
