The 2017-21 Action Plan sets out 12 priority projects for the Ballarat CBD, including both council and state funded projects.
Among the developments proposed is the Mair Street upgrade, which could see buildings as high as six storeys line parts of the street.
The Bakery Hill Gateway Masterplan would also see a significant increase in development at the Bridge Mall and on Curtis and Little Bridge streets.
Deputy mayor Mark Harris was the only councillor to vote against the motion, arguing more current community consultation needed to be undertaken.
Councillor Ben Taylor said additional consultation would occur as all elements of the plan would need to go before council.
