Ballarat City Council will consider the planning requests for one venue on Mair Street, and three at the Delacombe Town Centre.
This includes the six-screen Showbiz cinema, which can accommodate up to 437 patrons.
A report presented to council said the Chill Espresso Lounge Cafe had seating for 75 patrons, and requested a licence for 100 people.
There were no objections to the applications.
On Mair Street, the proposed venue will be able to sell liquor from 4pm-1am Monday to Thursday and 12pm-1am Friday to Sunday.
Council’s report said a restaurant and cafe were planned for the site.
Ballarat City deputy mayor Mark Harris said Ballarat’s growth had seen a big increase in the number of planning requests put to council.
“The city is doing amazingly well, society is in a state of transition and we are getting more central city eating established,” he said.
“Where they might have been strip shopping in the past, we eat out more and shop more online, so stuff changes.”
The Delacombe Town Centre project cost $60 million and took 16 months to construct.
It is amazing considering it is literally on the edge of the city and was built in a paddock. It was bold by the guys who built – they have got 85 per cent occupancy already.

South Ward councillor Ben Taylor said it had come a long way from being just a paddock six years ago.
“Council has done very good work planning for the next 30 years, and then when the market is ready for it, it will get built,” he said.
“The theatre has been talked about for so long and now there are six cinemas out there.
“It is amazing considering it is literally on the edge of the city and was built in a paddock.
“It was bold by the guys who built – they have got 85 per cent occupancy already, which is fantastic.”
