Police have launched an investigation into the theft of what is believed to be a Ballarat City Council vehicle after it was left unattended at Wendouree early on Thursday morning.

Detectives were told a driver got out of the car near the intersection of Norman and Gillies streets before a thief pounced, driving off in the vehicle about 7am.
Victoria Police spokeswoman Creina O'Grady said the stolen car was a white Isuzu ute, bearing registration plates 5066B.
A Ballarat City Council spokeswoman declined to comment.
"We're not in a position to comment on this as it's a police investigation," she said.
It remains unclear if the ute’s keys were left in the ignition or inside the vehicle.
The police investigation into the incident was ongoing.
