He finished with 22 votes - three clear of Bacchus Marsh's Scott Sherlock and Brian Graham from Darley.
Horbury secured the best and fairest award with a best-on-ground in the last home and away round.
He entered round 18 level with the injured Sherlock.
The Bacchus Marsh onballer rushed into calculations with 12 votes over five rounds mid-season, before a torn hamstring ended his home and away season in round 15 – forcing him to miss the Cobras’ last two outings.

Six players went into the last round in contention for the Henderson Medal.
Graham received one vote to join Horbury and Sherlock in the lead before the last votes of the night went to Horbury.
Horbury is Redan's 11th BFL best and fairest winner, and first since Jarrod Edwards won four consecutive Henderson Medals from 2006.
Horbury made his Redan senior debut as a 16-year-old in a one-off appearance in 2008 while still playing juniors with Mt Clear before joining the Lions the next year.
He played North Ballarat Rebels and later had a stint on the North Ballarat Roosters' VFL list.
The 26-year-old onballer/half back played his 100th senior game for Redan this year.
Horbury said he had enjoyed the season despite the disappointment of Redan not progressing past week two of the finals – paying to tribute to his teammates.
“We’re all mates,” he said.
He said while the last thing he had expected had been to be crowned the BFL best and fairest, he was honoured and appreciated the accolade.
