Opposition Leader Matthew Guy has taken on the population shadow ministry while Nationals Leader Peter Walsh gained decentralisation.

Mr Guy said the reshuffle meant the "right changes" had been made in the lead-up to the November 2018 poll.

"We've sharpened our focus particularly around population and decentralisation, taking the pressure off Melbourne and ensuring that all of Victoria can grow sustainably," he said.

Tim Smith was among the big winners, being handed the education and scrutiny of government portfolios.

He has campaigned hard against the Safe Schools program designed to help teachers support LGBTIQ students.

Mr Smith has criticised it as too politicised, instead spruiking the Coalition's promise to introduce a broader anti-bullying program.

Mr Guy described the new shadow education minister as a "warrior" who was focused on standards.

"I'm really confident that Tim will be ready to take up that challenge," he said.

While Mr Smith is close to Victorian Liberal Party state president Michael Kroger, his elevation will be seen by many as reward for his energetic work ethic.

Nick Wakeling was stripped of the education shadow portfolio and handed environment. However, Mr Guy denied that change was due to poor performance.

Long-time MP Inga Peulich lost scrutiny of government but retained multicultural affairs.

Deputy Liberal Leader David Hodgett dropped public transport but held ports and gained freight, roads and infrastructure.

Planning spokesman David Davis was handed public transport, retained planning and equality but relinquished local government.

Mr Guy said he was "exceptionally pleased" with the performance of his law and order team, who keep their positions, after providing major lines of attack for the Opposition. Crime is also likely to be a major campaign issue.

Nationals Deputy Leader Steph Ryan has gained the shadow ministry of water.

The reshuffle follows a bruising few weeks for Mr Guy after revelations he dined with an alleged mafia figure earlier this year.

And last week The Age revealed private developers were given exclusive access to Mr Guy in a private penthouse for $10,000 while he was planning minister. Mr Guy has strenuously denied any improper behaviour.

But Acting Premier Jacinta Allan said Mr Guy had a "massive credibility problem".

"There's bigger problems for Matthew Guy than the lack of options around his shadow frontbench," she said. "The big issue for the Victorian Liberal Party is its leader."

The government also attacked Mr Guy for scrapping the regional development portfolio, which was held by Mr Walsh.

"This is a desperate attempt by Matthew Guy to save his own job - rewarding mates and punishing others for his own failings," Labor Roads Minister Luke Donnellan said.

However, Mr Guy said Opposition policies would contrast with the government's agenda of "spin".
