The Brewers entered the match with a sizeable list of players unavailable, but nonetheless it took to the road and was met by a strong side.
After four innings, Mulgrave held a 3-1 advantage, before the final three innings saw the home side draw clear.
Run tallies of two, three and three saw Mulgrave take the advantage while Ballarat were unable to score.
The Brewers could only manage five hits for the day while it was made to pay for some crucial errors late in the match.
Leigh Ashmore the sole runs batted in scorer.
Ballarat City will now turn its attention to Williamstown next Sunday.
In more positive news for the club, it fielded its first-ever under-18 side in the summer league on Sunday.
