Amanda Burton claimed the government funds 140 times over seven years, the Ballarat Magistrates Court was told.
Burton, who represented herself in court, said she could not remember the funds going into her bank account.
She said at the time of the offending, she was in a troubled relationship with her then partner.
The mother of four urged the court not to convict her as she wanted to better her life and work in the legal industry.
But magistrate Ron Saines said Burton's offending was premeditated.
Burton was convicted and fined $3000 and ordered to pat $120 in court costs. She was ordered to repay the Commonwealth $23,360.
