Indian Bar and Grill will refurbish its shopfront and extend its outdoor dining to accommodate up to 98 patrons.
The Ballarat East business will open a cafe for morning service as part of the change.
Manager Sunny Kaushel said a new room at the front would operate as a cafe and provide diners with protection during cold and windy weather.
“I have spent a hell of a lot of money inside to make it look good, but outside it is still the old building,” he said.
“At the front we are adding a sunroom so in the morning it will be a cafe, and if someone wants a private party they can have it.
“There is a lot of wind in Ballarat, especially in winter and I need an enclosed space.”
Council will vote on the liquor licence change on Wednesday night.
The alcohol service area will be extended to include the new sunroom and outdoor deck.
