The single disabled parking space on Camp Street has been cordoned off by the building site next to Trades Hall since mid-October.
Infrastructure and Environment Director at City of Ballarat Terry Demeo said on October 27 a temporary parking space would be provided while the building works were underway.
However, a month after the building works started, the disabled parking space on Camp Street remains fenced off and Council have not provided another space for drivers with disabilities to use.
Since the parking space has been fenced off, commuter Doug Stewart has been fined for staying overlong in a regular parking space despite displaying his disabled parking permit.

City of Ballarat said they have contacted Mr Stewart and assured him he will not have to pay the parking fine and will not be liable for any fines as long as his permit is displayed.
Mr Demeo said a temporary disabled parking space will be installed but refused to say why it has taken so long for council to provide a new disabled parking space.
“The City of Ballarat’s traffic amenity officers visited the Camp Street site, and upon determining the existing disabled parking space could no longer safely be utilised, identified an area that appeared suitable for disabled parking,” he said.
“Works to convert a loading zone to a disabled space that complies with the Australian Standard are scheduled to commence this week.”
