The Ballarat Grammar student, 13, was walking home when she was accosted by the man, believed to be in his late 20s to early 30s, just south of Macarthur Street about 4.40pm on Friday.
Leading Senior Constable Greg Thomas said the girl attempted to run to safety but the man pursued her on a pushbike, shouting obscenities at her.
Eventually he rode off after a woman found the girl crying outside the Scots Presbyterian Church.
The man was described as having shoulder length brown hair, a full beard and approximately 180cm tall.
He was wearing a fluro yellow jacket at the time of the attack.
Anyone with information about the identity of the man is urged to contact Ballarat police on 5336 6000.
