A sulky is a lightweight cart with two wheels, which is attached to a horse.
A Victoria Police media spokesperson said police responded to the incident, which occurred in Musk Vale near Sailors Falls.
It is believed the 88-year-old man died as a result of the injuries he sustained from being thrown from the sulky, which happened about 10am.
The death is not being treated as suspicious.
