The Ballarat Magistrates Court was on Wednesday told Hone Heke would not give police his name and address on a Bacchus Marsh roadside on November 20, 2014.
The court was told Heke started to argue with the police officers before driving away. He was stopped a second time when he argued with the officers and resisted their arrest.
Heke was eventually forced to the ground and handcuffed.
The court was told Heke was jailed and fined $5000 in November after an incident with authorities on the Geelong harbour.
Magistrate Gregory Robinson said the Bacchus Marsh incident was serious.
“It’s a serious matter because it has caused him to become physical,” Mr Robinson said.
Heke, who pleaded guilty to two charges, was fined.
