Under the new plan, Ballarat City Council will allow car parking tickets to be used at car parks with the same time restrictions elsewhere.
City of Ballarat director of infrastructure and environment Terry Demeo said tickets would be colour-coded to assist the public when the changes came into place before the end of March.
“This system has been trialed and will be rolled out in the first quarter of 2018,” he said.
However motorists would not be able to buy an all day car park ticket and then move into a two-hour time restricted location.
Council has also been undertaking market testing for a parking payment app. Initially expected to be available by the end of February, expressions of interest from technology providers have not yet been received.
The mobile phone app should be available to the public by July.
