While the symbolic beginning of works took place two months ago, no construction has been undertaken since. Speaking to The Courier earlier in January, Regional Development Minister Jaala Pulford said work would get underway on January 22.
In a statement a government spokesperson said “the developer has had to reschedule some planned activity because of contractor availability”.
“The site fencing is expected to be erected next week, with construction following this,” the statement read.

The construction delay comes after the developer Pellicano was forced to push back its initial start time due to ongoing heritage concerns surrounding the project, with Ballarat City Council among those making submissions to amend the plans.
The government has previously stated construction of the 405-space park on the Nolan Street side on the precinct will be completed before works on the rest of the project begin.
A government spokesperson told The Courier developers still plan on having the car park completed by the middle of the year, despite the delay.
While no construction work has yet begun, site surveying has taken place since the sod turn.
A new link road connecting the Nolan Street and Lydiard Street North entrances will also be completed as part of the first stage of works.
Construction of a $5 million bus interchange is also expected to begin by mid-2018 and be completed by year’s end, taking buses away from the controversial temporary stop along Lydiard Street North.
