Ballarat will have the bulk of the fleet in the JA Linacre Memorial Trophy regatta, with 12 of the 15 boats.
Sorrento has two entries and Albert Park one, with the latter tackling the event with a newly purchased boat from Sydney.
Reigning champion Steve Wright from Cronulla will miss event as he prepares for the world J24 championships in Italy in August.
Ballarat yachting legend Charlie Weatherly now shapes as favourite for the regatta, which is being contested on Lake Wendouree for the third year in a row.
Weatherly finished second to Wright last year and is a past state champion.
Sailing starts on Saturday at 1pm with two races scheduled. The first of three races on Sunday is at 10am.
Three races must be completed over the two days.
Light conditions are forecast for Saturday.
