The truck was blocking all but one inbound lanes on the Freeway after it caught fire near Rockbank last night.
An off-duty police officer was following the truck when he noticed smoke billowing from the vehicle.
Police pulled over the driver and alerted him to the fire.
The CFA extinguished the fire but it remains on the scene with the badly damaged vehicle.
VicRoads says the Western Freeway is now open in both directions, however, there may still be delays for city-bound traffic.
The scene is expected to be cleared shortly.
The driver was not injured.
