Police came across the women at about 3pm on July 16 on the Pyrenees Highway to the east of Newstead, while investigating a separate incident.
Neither of the women were injured in the crash.
The women aged 18 and 23 are from the Ballarat area.
The women were charged with evading police, driving without a licence, driving an unregistered vehicle, speeding, driving in a dangerous manner and driving with stolen number plates.
They have been bailed, and will face the Castlemaine Magistrate’s Court in August.
