THERE'S been a lot of water under the political bridge since Kevin Rudd was last in Ballarat.In February last year he made a whirlwind tour here as Prime Minister.It included a community cabinet meeting ? but not a visit to the Botanical Gardens to unveil a bust of himself.And despite Mr Rudd promising at the time to return to the city in six weeks, he still has no plans to pay us a visit again in the near future."Mr Rudd has always enjoyed visiting Ballarat," a spokesperson said this week."And he looks forward to his next opportunity to do so in his role as Foreign Minister, although there are no plans at this stage."Mr Rudd's bust was added to the Prime Ministers' Avenue at the gardens shortly before his visit.And this week he topped Julia Gillard in opinion polls as Australia's preferred Prime Minister.
