Moorabool, Hepburn councils criticise NBN process

TWO regional council chief executive officers have criticised NBN Co for a lack of community consultation over applications to erect communications towers.Moorabool’s Rob Croxford said yesterday his council had enforced additional measures to ensure the government’s broadband builder adequately communicated with local residents.“I am disappointed at NBN community engagement on the towers,” Mr Croxford said.“We have provided feedback to NBN directly.”Acting CEO at Hepburn Shire Peter Reeve said he was not aware of any community consultation undertaken locally by the carrier, apart from the minimal public notification requirements of a planning application.“Information which increases community understanding of what the towers will deliver and which can address safety concerns of residents would be welcomed and beneficial,” Mr Reeve said.In Moorabool, NBN Co’s application for three towers was made over the Christmas period, according to council.Advertisements were published on December 13 with a deadline of January 10. Council has insisted on a range of additional measures, including instructing NBN Co to hold consultation sessions about their plans.Council also doubled the minimum response times from 14 to 28 days and extended the notification area to 500 metres around proposed sites. NBN Co has made applications to erect towers in Gordon, Yendon and Lal Lal – and at Smeaton and Newlyn in Hepburn.NBN Co is also facing opposition at Buninyong, where residents have vowed to take legal action if council approves a planning application to erect a tower near Macs Road.Ballarat mayor Mark Harris has sought to clear up confusion over the tower’s proposed use, saying it would definitely be used by NBN.Federal Member for Ballarat Catherine King claims the carrier has yet to confirm its interest in the site.
