Former mayor and councillor John Philips is among those pushing for the works to take place.
"Dowling Road has been one of the key north-south roads for Ballarat for a long-time," he told The Courier.
He said that with increasing development in the area, more and more people were using Dowling Road and it was becoming busier and busier.\
He said council was spending money on repairs to the surface, which would be avoided if funding could be found to fix the road.
While a number of east-west running roads were surfaced, Mr Philips highlighted that relatively few north-south roads had received the same treatment.
"Strategically this is one of the busiest roads in the area," he said.
"I've lived here most of my life and I reckon it would be the busiest gravel road west of Ballarat.
"It really does need to get sealed. It's going to be the cheapest thing in the long run."
In the petition, residents asked for the road to be given "the highest possible ranking under the City of Ballarat rural roads hierarchy for maintenance and upgrade works".
They also asked for Council to seek as many possible sources of funding as possible to cover the cost of the road's sealing.
The petition will be raised at the City of Ballarat's council meeting tomorrow tonight (June 12).
