The Ballarat council was able to issue a permit to restore the Unicorn Hotel which was built in the 1800s, yet the Ballarat council has been unable to issue a permit to restore the civic centre, built in the 1900s.
With not much work to be done on the civic centre, it could have been turned into a hostel for the homeless people of Ballarat.
But no, the council shuts the doors and lets the vandals destroy the building that the ratepayers' money helped to build.
