The Selkirk Roosters were hopeful of regaining Peters, who has been kept on the sidelines by a strained quadricep since the opening round.
He began Wednesday night’s training session before again feeling a niggle.
North Ballarat football manager Marg Richards said something was still not quite right with Peters’ leg.
The Roosters meet the Richmond-aligned Coburg Tigers at Eureka Stadium tomorrow in an earlier than usual timeslot as part of a triple-header, including North Ballarat Rebels.
While Peters has missed out, key forward Paul McMahon returns for North Ballarat.
He has not played since straining a hamstring in round two.
McMahon trained strongly on Wednesday night as did Jason Linke (ankle) and Oliver Tate (hips), who are in comeback mode after long-term injuries.
Linke and Tate will play in the AFL Victoria Development League tomorrow.
As well as the inclusion of McMahon, Sebastopol youngster Tony Lockyer steps up from the Rebels as the 23rd player.
Lockyer replaces Rebels teammate Jake Lloyd, who filled the role for one match and returns to the TAC Cup under-18 competition.
Matt Austin has also been recalled by the Roosters and Aaron Mullett is back from the Kangaroos.
Another Kangaroo, Liam Anthony, is also part of an extended interchange to be finalised today.
North Ballarat will be without ruckman Todd Goldstein, who has been recalled by North Melbourne after two weeks on the outer.
Goldstein dominated the ruck contest for the Roosters against Casey Scorpions. He had the weekend off, with North Ballarat having a bye and not being required for North Melbourne’s clash with West Coast Eagles in Perth.
James Keeble will miss two matches under suspension. He took a set penalty after being reported for striking in a D-league encounter. The ban was stretched to two games owing to this being his second striking offence in two seasons.
