Police said the man was approached by his assailant – a man in his 20s – at about 11.45am at a shopping centre carpark in Cooper Street, Epping.
The offender asked him for a cigarette.
As the victim went to hand over a cigarette, the man then demanded money. When the victim refused, the man attacked him with a razor-like instrument, cutting his face, police said.
The man left the carpark heading east towards High Street on a black bike with a distinctive, high bike seat.
The offender is described as being Caucasian and aged in his 20s, with brown hair and a strong New Zealand accent. He was wearing a dark jacket.
