The City of Ballarat established the Wendouree Entertainment and Netball Centre on Norman Street as a place of refuge, where around 50 people used the services.
The centre has been closed.
All residents needing assistance were accommodated or returned home.
City of Ballarat spokesperson Paula Lawrence said about 50 people had come through but many went home soon after.
“The Red Cross provided catering, the Salvation Army brought in blankets and mattresses and there was personal services there," she said.
The main service required was a safe haven for pets as families worked to protect their homes.
“The City of Ballarat has provided places for animals – about 20 dogs have been brought in which have been locked up overnight at the council pound.”
