Tthe 20-year-old male driver, from Preston, was unlicensed and returned a positive breath test, said police. He then refused to attend a police station so he could be tested properly.
The hatchback, which was heading north in High Street, was intercepted around 4.30am.
The car was impounded and the occupants – five men and three women from the Northern suburbs – were told to find alternative transport.
The driver will charged on summons with traffic offences including failing to accompany police for the purpose of a breath test. The passengers will be fined for seatbelt and passenger infringements.
