Participant Rupert Russell said the event was staged by GetUp to protest potential cuts to the broadcasters in the pending federal budget.
"There was a promise by Tony Abbott that there would be no cuts to the ABC and that he would not break his promises," Mr Russell said.
"It is unfortunate that he is not honouring his pre-election statements."
Mr Russell said about 25 people assembled to present a petition signed by 1407 Ballarat residents and 232,564 people nationwide.
They wanted to ensure Ms King was fully aware of the support in her local electorate for the ABC and to encourage her to keep pressure on the government.
Mr Russell said he believed the ABC and SBS played vital roles in the community.
"Having independent media providing information to the public on a range of issues without fear or favour... to a lot of people that's what the ABC represents," he said.
"The Australian public has a need to know because it really affects our standing as a society on the global stage."
