More than 200 competitors are entered in single sculls to teams competing crews of eight over the weekend.
Ballarat Rowing Association president Eric Waller said a "reasonable" crowd had turned out for the regatta.
"Everything is going fine, no real dramas," Mr Waller said.
"Weather is going to hold out for us. It's not perfect, but not un-rowable."
The regatta is being held ahead of the World Rowing Masters Regatta in October which will draw thousands of rowers from across the globe to compete on Lake Wendouree.
