The illness, which hospitalised the Ballarat professional rider, continues a run of misfortune for him in 2014.
Shaw showed signs that he was one his way back to form with a ninth in the Tour of Toowoomba, which finished at the weekend.
However, he did show signs of a cold in that event and on returning to Ballarat developed an elevated temperature.
He was to have carried the number one saddlecloth in the Fred Icke, which is starts and finishes in Creswick and run over three circuits of 44.3km.
The event has attracted more than 150 entries, with outmarkers on 36 minutes.
