A 25-year-old male was approached by two teenagers in the Coles car park near Grenville Street just after 8pm.
The two teenagers, aged 14 and 15, and both from Werribee, produced knives and demanded the victim give them his mobile phone.
The victim fled and sought assistance from a witness, prompting the youths to flee on foot.
The teenagers were caught 10 minutes later by police outside the Pancake Kitchen.
They were arrested and charged with attempted armed robbery and assault related offences and will appear in a Childrens Court on Friday.
