Police were called to the Rogers Court house at about 12.30pm to find home's fence broken.
Ballarat police Constable Luke McGregor said investigations were continuing.
"We're still not sure what happened, but it appears the car did a burn-out before hitting the fence and leaving the scene.
"The car's bumper with license plate was left at the scene."
Jason Trickey was only metres from the incident in his bedroom.
"I just heard a loud skid then a bang. I thought the car had flipped or something."
Jason's' mother Debbie Nicholson said she often heard burn outs in the court and it was only a matter of time before something like this occurred.
"It hit the water meter so we're without water now too."
