Environment Minister Ryan Smith made the announcement at Ballarat Town Hall on Wednesday morning that the state government would provide $209,000 towards the facility, with Ballarat City Council to match the funding.
The facility is expected to be operated by a social enterprise company, either Ballarat Regional Industries or McCallum Disability Services.
The announcement comes after a series of stories by The Courier highlighting the extent of rubbish dumping through the city's nature reserves.
Mr Smith said there were 993 mattresses removed from rubbish dumping sites last year, at a cost of $30,000.
The recycling process will result in the reuse of foam, metal and timber components of mattresses.
It is unknown whether there would be a fee for people wishing to dispose of mattresses, but it would be a matter for council to decide.
Currently the cost of disposing a mattresses at the Ballarat Transfer Station is $31.
